The modernization of the two modern missile destroyers, Hangzhou class and Fuzhou, of the Chinese navy has stopped rebuilding and is preparing to cut back on the other two modern class warships. These ships were purchased by Russia since the end of last century and the beginning of this century. The Navy mainly exchanges Russian made weapon systems for updating Chinese hardware, including new Chinese electronic systems and sensors, as well as new artillery and missile systems. On the basis of the "active defense strategy" of the 1980s, China began to carry out a new naval military theory, aiming to establish a maritime attack that can repel the Navy and does not exclude the enemy and stop preemptive attack. Finally, Chinese naval experts decided to buy the 956 destroyer from Russia, mainly because it is equipped with advanced combat weapons and integrated air defense missile system. It can be said that the modern level carries too much hope for the Chinese Navy, just as its netizens call it "aircraft carrier killer".

In 1992, the Russian President signed two 956e destroyers for export to China. Compared with the basic type 965, the matching equipment of 956e destroyers has not changed much. 956e destroyer to save all the main equipment, due to the use of different environments, local equipment to stop correction.

Russia's sale of two 956e destroyers to China was an "important" project started on November 4, 1988, and a "thoughtful" destroyer started on April 22, 1989. In June 1997, China and Russia signed an intergovernmental agreement. In November 1997, China signed a contract to build and commission two 956e destroyers to ensure the use of ships and technical maintenance. Five contracts were also signed.

During the construction of the "important" destroyer, Chinese experts visited the north shipyard many times to check the technical status of the destroyer and sign the payment form. When the destroyer entered the mooring stage, Chinese experts demanded that the Soviet emblem be replaced by 15 five pointed stars, named the ship. The two ships are "136" and "137" and "1", which are class I warships. They will be equipped with the East China Sea fleet of the Chinese people's Liberation Army and the permanent base of Zhoushan naval base.

On December 25, 1999, the "important" destroyers held a solemn flag raising ceremony, and the flag of San Andrea was the Navy flag of the Chinese people's Liberation Army. Russia signed the handover test with the headquarters officials and PLA Navy officials. As early as January 2000, 136 ships were loaded with ammunition at the Russian shipyard. In mid February, a grand unveiling ceremony was held in Zhoushan naval base of China. With the second type destroyer 956e commissioned construction is also completed as planned. On November 25, 2000, the transfer examination form was signed in Zhoushan at the end of January and arrived in 2001.

Although the positioning and technical level of the system are geared to the modernization level of the former Soviet Union during the cold war, the displacement of four large destroyers with a full load of 8000 tons in the Chinese navy is less than 15 years. Even in the case of domestic destroyers, it is impossible for them to retire in advance. After all, the Chinese Navy still needs to reach the modern level of maximizing operational effectiveness and optimization with limited funds, and timely improvement is necessary.

At the beginning of this century, the conversion of modern class has been in the early stage, but the decision has not yet been made, because the absolute main force of modern class or Chinese Navy, and a large-scale conversion (related repair) usually takes about three years. If the conversion of modern class enters the natural stage, then the main ship will be reduced correspondingly in the air. Today, with the massive retirement of 054A and 052c, 052d, this issue is not a key factor. It can be said that the cost of China's four modern class destroyers is far more than the construction of new ships, no matter how high the cutting is.
